About the Position: Serves as a contract specialist responsible for the analyses, review, and evaluation of a myriad of unusual, unique, complex procurement policies associated with the acquisition process.
Duties
Serve as a warranted Contracting Officer with limited signatory authority, executing selected contractual requirements for supplies, equipment, construction, or services on behalf of the government.
Review procurement actions for equipment and services to assure completeness.
Provide guidance in the development of the statement of work to communicate project requirements.
Evaluate proposals to determine the competitive range in negotiations with one or more offers.
Respond to inquiries, including formal protests and Congressional inquiries from interested parties.
Resolve delivery schedule problems with contractor or requesting officials
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
- Business travel will be up to 10% of the time.

This vacancy is a career ladder position being filled at the GS-11 and/or GS-12 level. Noncompetitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible and recommended by management.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for a Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
QUALIFICATIONS FOR THE GS-11:
Specialized Experience required for GS-11: One year of specialized experience which includes: 1) Reviewing contracts for accuracy to ensure compliance with policy; and 2) Analyzing contract data to identify procurement issues; and 3) Performing price analysis to ensure the award amount is fair and reasonable. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business, finance, law, contracting, purchasing, economics or organization and management.
QUALIFICATIONS FOR THE GS-12:
Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Negotiating contract terms for procurements on behalf of the organization; and 2) Issuing solicitations to communicate contract requirements to potential contractors; and 3) Implementing contractual regulatory guidance for the procurement of goods and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 to qualify for the GS-11; OR GS-11 to qualify for the GS-12 position).
