About the Position: Serves as Contracting Officer responsible for the full range of pre-award and post-award functions for a variety of high-dollar, complex service, construction, supply, and utilities contracts, including price/cost analysis, negotiation, administration and termination in support of installation and tenant activities.
Duties
Perform pre-award functions for procurements involving complex contracts for highly specialized, new, or innovative equipment, construction, and services.
Administer contracts for procurements of equipment, services, and construction programs
Develop solicitations with appropriate provisions, well-defined statements of work, and appropriate award factors.
Negotiate prices, terms, and conditions to meet mission requirements.
Monitor contractors' performance for compliance with terms and conditions of contracts.
Resolve contract audit recommendations in a timely manner, while fully protecting the Government's interest.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security clearance.
- Business travel may be up to 20% of the time.
- May be required to work irregular duty hours to include working nights, weekends, and holidays to meet mission requirements.
- Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties.
- Must be able to obtain and maintain a Contracting Officer's warrant through the contracting officers review board (CORB) process.

Basic Requirement for a Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Performing cost analysis to conduct negotiation of contract prices, terms and conditions; AND 2) Implementing contractual regulatory guidance and processes for the procurement of goods and services; AND 3) Issuing solicitations to communicate contract requirements to potential contractors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
