The primary purpose of this position is: To serve as the Chief of Protocol and to execute the planning, coordination, and training of ceremonies, conferences, briefings, official and social functions, and high-level international and domestic visits for the 81st Training Wing.

Duties

Serves as Chief of Protocol, responsible for planning, coordinating, and executing visits by distinguished persons; coordinates and consolidates initiatives, plans, and actions into an integrated protocol program. Exercises supervisory personnel management responsibilities; directs, coordinates, and oversees work of subordinate employees. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Leads or participates in special initiatives, studies and special projects and initiatives and performs non-routine assignments; participates in or performs special projects, studies, and assignments that are not regularly required or ongoing in nature. Maintains custodial control of the Commander's Official Representation Funds (ORF) gift locker; manages and determines the budget for annual and projected event and visit gift requirements.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Required to work an uncommon tour of duty and frequently scheduled and unscheduled overtime. Work after normal business hours is expected and should be anticipated.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
  • Employee must possess the ability to perform moderate physical activity involving lifting, brisk walking, and standing for long periods of time.
  • May be required to carry a phone or radio during on and off-duty hours.
  • Employee must be able to attend a two-week Protocol Fundamentals Training Course at Maxwell AFB, Alabama.
  • Travel and relocation expenses will be paid by gaining unit in accordance with the JTR AND AFMAN 36-606

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) implementing protocol policies/procedures for official and social functions such as conferences, Change of Command ceremonies, awards, retirements, funerals, and/or hosting Distinguished Visitors; (2) formulating budgets and managing expenditures within funding and program guidelines; (3) cultivating effective working relationships with organizational representatives, local government officials and/or community leaders/partners. OR EDUCATION: Successful completion of a PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and thorough understanding of the concepts, principles and practices of protocol, military ceremonies, traditions, customs and courtesies, and governing policies, pertinent laws, regulations, and precedents. 2. Detailed knowledge and thorough understanding of regulations and procedures affecting Official Representation Funds (ORF), Special Morale and Welfare (SM& W) Funds, and Operations and Maintenance Funds (O&M) and skill in applying basic resource, budget, and funds management. 3. Knowledge of organizational components and functions located throughout the agency. 4. Ability to communicate effectively, both orally and in writing, with skill in working with high level military and civilian officials and maintaining effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies. 5. Ability to plan, organize, and direct the functions and staff of a protocol organization and provide supervision and guidance to military and civilian personnel. 6. Knowledge of various office automation software tools, programs, and techniques to support office operations and produce a wide range of products. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ***ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IA W DoDI 3020-42, this position has been locally, or command designated as Mission-Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission-Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: The job occasionally requires moderate (15-44 lbs.) lifting and carrying of items. The employee must be able to distinguish between shades of color. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
