As Design Manager, you will serve as the Commercial Partner Building Official responsible for reviewing commercial partner and utility provider drawings and agreements for consistency with applicable codes and standards and coordination with NASA stakeholders and related projects; work closely with commercial partners to understand proposed development programs and serve as contracting officer representative on Architect Engineering task orders for Construction of Facilities (CoF) projects.
Duties
Review commercial partner and utility provider drawings and agreements for compliance with applicable codes and standards. Identify impacts to Center infrastructure. Provide engineering input on facilities development projects and Site Plan requests.
Serve as Contracting Officer Representative (COR) for design task orders on construction of facilities projects. Oversee and evaluate Architect Engineering firms. Develop and ensure compliance with Statements of Work.
Coordinate review comments among various KSC organizations and issue Commercial Partner Project Construction Approvals where appropriate. Work with commercial partners to identify options and solutions to satisfy requirements.
Lead the development of a KSC Partner Construction implementation process to clarify requirements for required milestones and streamline the process for commercial partners. Implement process changes as needed.
Collaborate with commercial partners and NASA stakeholders to understand the proposed development program at KSC, align and track NASA review processes and responsibilities and clearly communicate NASA's expectations.
Plan and oversee the building process of various construction projects throughout the lifecycle for new faculties, or modifications to existing facilities, systems, and ground infrastructure.
Oversee construction projects to include establishing budget, schedule, and scope constraints. Interface with project customers and ensure construction projects meet agreed upon acquisition and implementation methodologies.
Coordinate with a team of professionals of different disciplines to achieve the best results for the management of the planning, design, implementation, and activation of construction projects.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing engineering input to facility development projects and/or Site Plans;
Reviewing facility development and/or utility drawings and agreements for consistency with applicable codes and standards;
Coordinating and reviewing feedback from different organizations, reviewing or approving facility development plans, and/or collaborating with stakeholders to find options and solutions that meet requirements.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
