The Associate Manager, Exploration Ground Systems (EGS) Program shares responsibilities with the Program Manager (PM) of EGS to establish and implement Program policy, provide technical and management direction for the Program, and provide strategic workforce planning, guidance, and execution.
Duties
The Associate Manager, Exploration Ground Systems Program:
Provides comprehensive management and integration of contract technical management, technical resource management, program planning and control, and operation of the Program's business systems and services.
Ensures the EGS workforce has the technical skills and capabilities required to support human space flight programs and projects assigned to KSC, ensuring KSC readiness for agency missions.
Establishes and implements personnel requirements, strategic planning and communications, asset development and integration, fiscal planning and management, and public outreach.
Is the program representative to the Center workforce council, partnership board, and facility management board. This includes chairing programmatic workforce council, approving positions, and managing support contractor workforce levels. Also, the primary interface to center support organizations, risk management, Program change board guidance, and governance implementation.
Ensures Program goals and objectives are achieved, risks are effectively managed or mitigated, performance is monitored and improved when necessary, and all Program documentation meets NASA policy requirements and audit recommendations.
Ensures that relevant policies, decisions, and positions are communicated and issues relating to or impacting the Center, its mission, and its capabilities are considered and acted upon.
Partners and collaborates with mission support directorates to promote the goals, objectives, and accomplishments of NASA and KSC through an aggressive community outreach program. This includes promoting and establishing safety and health initiatives to ensure safety remains the primary objective of the organization.
Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

MANDATORY TECHNICAL QUALIFICATIONS:
MTQ 1 -Demonstrated experience in technical management, technical resource management, program planning and control, and operation of the program's business systems and services. This includes experience in strategic and operational planning; and implementing a multi-year strategic plan that defines the financial, human capital, and management needs of a complex technical organization.
MTQ 2 - Demonstrated experience in leading program/project implementation work and risk acceptance to manage and execute ground and space flight programs and projects in a resource-constrained environment.
Education
This position has a positive education requirement.
