Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position offers a choice of two locations; Anchorage, Alaska, which offers rich culture from unique shopping and outdoor adventures or tropical Fort Shafter, HI.
Duties
Serves as Regional Economist responsible for planning, coordinating, monitoring, and completing economic studies and evaluations applicable primarily to navigation with occasional work in other civil project functional areas.
Studies current economic characteristics of a geographic area considered in project formulation and develops land use and economic base data.
Conducts life-cycle cost analysis for Civilian and Military projects to insure most cost effective construction techniques and energy alternatives are used in new construction or in retrofitting existing facilities.
Prepares economic reports or economic appendices for incorporation into general feasibility documents.
Acts as economic team lead, providing training to other economists in use of existing or newly developed tools, study methods, analytical techniques and application of guidance.

This position has a basic individual occupational requirement (IOR). The IOR requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field.
Basic Requirement for Regional Economist:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes includes utilizing cost benefit analyses to conduct economic feasibility of projects or other comparable economic investigation reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
