About the Position: This position is with the Programs & Project Management Division, Civil Project Management Branch, Planning Section.
Duties
Determines the objectives of work in connection with projects assigned to the Section with the Chief of HARPT.
Furnishes technical guidance and coordinates the work of subordinate staff, reviews work during the various stages of progression and concentrates on those phases that are behind schedule or that may possibly cause delay.
Evaluates and resolves technical and policy challenges related to economics and social analysis through discussions with economics representatives of the using agency, HQUSACE, Pacific Ocean Division.
Provides authoritative advice on economic and social assumptions as well as technical judgments, which impact conclusions.

Basic Education Requirement for Economist:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-13:One year of specialized experience which includes: 1) Conducting navigation, flood risk management, environmental restoration and other water and related land resource studies, AND 2) Analyzing economic value of budgets related to Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
