This vacancy is for a Senior Trade and Industry Analyst in the Investment Security Division, Office of Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce (DOC). The position is part of team that supports the work of the Committee on Foreign Investment in the United States (CFIUS).
Duties
As a Senior Trade and Industry Analyst, you will perform the following duties:
Support the Department's engagement on the Committee on Foreign Investment in the United States (CFIUS). Function as a senior member of the BIS CFIUS team, responsible for policy and administrative functions on CFIUS transaction reviews under the direction of the Investment Security Division Director.
Serve as an expert and provide authoritative information on assigned programs/program segments and within areas of responsibility for CFIUS to colleagues, the Division Director and senior BIS and DOC officials, representatives of the CFIUS, and other agencies.
Direct and integrate the contributions of senior business and industry professionals both within and outside the Federal government that may impact the U.S. industrial base, critical technologies, and economic and trade issues.
Represent the BIS as an authority and spokesperson for assigned programs/program segments to other government agencies, to top business and industry officials, and significant congressional staff and committees.
Attend conferences, meetings, symposia, etc., to deliver presentations on assigned programs, negotiate agreements, and to attend training.
Prepare reports, briefing documents, white papers, memoranda, correspondence, testimony, and other documents for the Division Director and senior Bureau and Department officials.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as:
Managing and/or advising on foreign investment program/function for an organization to ensure compliance with legal regulations;
Applying laws, regulations, and policies governing foreign investment in the United States (e.g., Foreign Investment Risk Review Modernization Act of 2018, Committee on Foreign Investment in the United States (CFIUS) Regulations, the Export Control Reform Act of 2018 (ECRA)) to provide advice on CFIUS transactions for an organization and/or access the effect of transactions on national security; and
Representing an organization at senior-level and/or inter-organizational meetings as a technical authority and spokesperson.
