The incumbent will serve as a Director of Associated Health Education. This position is located in the Associated Health Education section, Office of Academic Affiliations, Veterans Health Administration Central Office . OAA serves as a focal point in VHA for the development, analysis, and evaluation of policies, guidelines, and programs related to academic affiliations and the professional education of health professions, trainees, including physician, nursing and associated health disciplines.

Duties

The Director of Associated Health Education is responsible for policy development, administration, program planning, budgeting, evaluation, and monitoring of policy compliance for all associated health education programs. The incumbent oversees associated health professions education in VHA, which includes evaluating programs, determining academic strengths and weakness, and the strategic alignment of stipend funding requests, with an annual budget of $140 million across 17 paid disciplines within VHA. The incumbent has superior skills in administering and managing training programs, communicating with diverse audiences, and writing clearly and effectively. Strong analytic skills are required and comfort with applied statistics is encouraged. Knowledge of curriculum design and trends, roles of associated health and medical professions, and related educational and accreditation requirements of these professions. Experience in academic training settings, including the VA, its academic affiliates, and professional organizations pertinent to academic affiliations, accreditation, and health professions education. The Director serves as a liaison and advocates for many associated health education professions; thus, the incumbent would typically have extensive experience in working with non-psychology professionals in interdisciplinary or inter professional care teams. The Director's role involves making decisions that require wide latitude, significant independence, and impact a wide variety of trainees across the country and often impact the implementation of national programs. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants MUST meet the following Individual Occupational Requirements (IOR): Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required. Grade Determinations: Basic Requirements . The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. § 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following: a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g.) b. Education (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology). OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re- specialization program (including documentation of an approved internship completed as part of the re- specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. [Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards. c. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Preferred Experience: 1. Six (6) years of progressive administrative and operational responsibilities in associated health education. 2. Experience and familiarity with associated health education programs, accreditation standards, financing, policy, and evaluation are required. 3. Superior skills in administering and managing training programs, in communicating with diverse audiences, and in writing clearly and effectively. 4. Excellent oral and written communication skills when engaging with diverse audiences. 5. Strong analytic skills and comfort with applied statistics. 6. Knowledge of curriculum design and trends. 7. Knowledge regarding educational and accreditation requirements of associated health professions. 8. Experience in academic training settings, including the VA, its academic affiliates, and professional organizations pertinent to academic affiliations, accreditation, and health professions education. 9. Experience in working with non-psychology professionals in interdisciplinary or interdisciplinary care teams.
