ARMY TECHNICIAN VACANCY ANNOUNCEMENT
Duty Location: Maneuver Area Training and Equipment Site (MATES), CSJTC, Salinas, PR
Duties
This position requires military membership in the Puerto Rico Army National Guard (PRARNG).
Selected applicant(s) will be required to complete an online Onboarding process.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.

- Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
- Must be able to obtain and maintain the appropriate SECRET security clearance for the position within a ONE (1) year of the appointment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
Area 1 = All permanent Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = All Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
Area 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
Area 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened).
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

TEMPORARY PROMOTION / INDEFINITE:
This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, HRO MUST clear the Department of Defense (DoD) Priority Placement Program (PPP) prior to process the personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.
An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician NG T5 in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee NG T32 will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. NG T5 employee selected for this position will not have return rights to their former permanent technician position after conversion to NG T32Dual Status. DUTIES:
As a ELECTRONICS MECHANIC (D1204000), WU-2604-10, you will perform field and sustainment maintenance and repair on moderately complex electronics equipment and systems.
PHYSICAL DEMANDS:
Work requires frequent lifting and carrying of unassisted items weighing up to 40 pounds. Required to lift and carry items weighing more than 40 pounds with the help of material handling equipment or with assistance from other workers. Work requires frequent standing, walking, bending, crouching, reaching, and stooping. Climbing and working in high places may be required. Some work may require the aid of magnifying lenses, eye loops, and microscopes to accomplish repairs on miniature components.
WORKING ENVIRONMENT:
Work is typically performed in well-lighted, heated, and ventilated areas. Work may be in high and restricted places, under conditions of heat and cold, and/or outside in inclement weather. Exposed to the possibility of electric shock, burns, and to cuts and bruises.

GENERAL EXPERIENCE:
Experience or training which demonstrates the applicant's knowledge of electrical or electronic theory, knowledge of common testing procedures, skill in the use of hand tools of the electronics trade, and skill in reading schematics.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year in the occupational series 2604 or the equivalent EIGHTEEN (18) months of specialized experience performing or supervising duties such as performing mechanical repairs; alignments and troubleshooting the electronic, electrical, modules and interconnecting cables of a variety of combat and tactical and communication equipment; removing and replacing defective electrical, electronic and mechanical components; diagnosing problems and determining needed repairs for malfunctions in electronic equipment or systems; interpreting moderately complex drawings, specifications and schematics of complete systems; isolating faulty assemblies, cables, wiring harnesses and modules to component level for repair or replacement and using special and common hand tools, power tools and gauges to make intricate repairs; using test equipment to locate, diagnose, and repair malfunctions; performing administrative functions in establishing and maintaining maintenance records on equipment maintained or repaired.
