DCSA's Human Capital Management Office seeks a Leadership Development Specialist to lead enterprise-wide leadership programs. Responsibilities include briefing senior leaders, designing and managing leadership development initiatives, evaluating program outcomes, and overseeing $2M+ contracts. The ideal candidate will demonstrate expertise in program management, instructional design, data analysis, and decision-making to advance organizational goals.

Duties

As a LEADERSHIP DEVELOPMENT SPECIALIST you will be responsible for the following duties: - Develop, manage, facilitate and evaluate a portfolio of enterprise-wide leader development programs. This includes cohorts and action learning projects that serve all levels of employees in dispersed work environments. - Manage and coordinate the DoD and commercial leader development programs that are external to the agency including: identifying opportunities, tracking timelines, marketing, recruiting, vetting candidates, coordinating tuition payment and long-term tracking of participant's experience. - Identify gaps in leader development opportunities and seek methods to address gaps. - Assess the learning outcomes, design, effectiveness and return on investment of curricula, training programs and portfolios of programs, using internal and external assessment methods and tools. - Act as Contracting Officers Representative for leader development contracts including writing Statements of Work (SOWs), budget execution, and managing/monitoring contractor performance. - Integrate agency diversity objectives into the development, management and facilitation of leader development programs. - Provide instruction or facilitation of in-person or virtual leader development programs, employee development programs, team engagements, courses, events, cohort workshops, conferences, and other activities.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Specialized experience for this position is described as demonstrated expertise in designing, managing, and evaluating leadership development programs using evidence-based approaches and industry best practices. Skilled in delivering instruction, facilitation, and presentations tailored to diverse audiences, using innovative instructional design methodologies and tools. Experience in managing multiple programs or projects, including resource allocation, budget execution, or contract oversight as a Contracting Officer's Representative (COR). Expertise in using qualitative and quantitative analysis to evaluate program outcomes, inform continuous improvement, and support leadership decision-making. Proven experience briefing senior leadership with data-driven insights and actionable recommendations to inform strategic decisions and drive organizational outcomes.
