This position is located in the Department of Labor, Veterans' Employment and Training Service. Incumbent serves as the State Director for the Veterans' Employment and Training Service (VETS) in Washington, District of Columbia. This position is outside of the bargaining unit. This is not a virtual position.

Duties

Establishes and evaluates performance plans for subordinates; plans and assigns work to subordinates; establishes priorities, milestones, and schedules completion of work Utilizes human resources in planning, developing, implementing and modifying VETS' State programs and activities to meet requirements and objectives of the VETS Agency Management Plan (AMP), Performance Budget and the National and Regional Offices. Provides advice and guidance on problem, program responsibilities, projects or studies. Represents the Department and provides outreach, briefings, and presentations on VETS and VETS' programs at veterans' service organizations, military installations, and state or local organizations interested in Veterans' employment programs. Promotes VETS' programs and cooperative relationships with Veterans, key stakeholders, and community-based organizations, and, as appropriate, with employers and high-level executives and government officials. Provides written communication directly to State Workforce Agencies, Organizational Decision-makers, Stakeholders, and VETS' grantees regarding program and regulatory guidance and/or policy related to grants and training. Regularly provides written updates to regional, agency and departmental leadership related to program activities and outreach initiatives. May serve as a member of workgroups designed to develop policy recommendations to National Office leadership; routinely reviews and provides input to draft guidance and policy development. Serves in an advisory capacity and provides technical assistance to State Workforce Agencies, Organizational Decision-makers, Stakeholders, and other grantees to enhance the Veterans' employment services and resolve related employment and training issues. Serves as the Grant Officer Technical Representative (GOTR) for all VETS' grants in the state by a review of summary reports, the review of cost accounting reports and processing of grant modifications. Analyzes, interprets, and applies short- and long-range strategic plans to establish policies and procedures related to impacting rights and careers of service members and their families. Manages multiple tasks and effectively prioritizes them. Effectively leverages all available resources in planning efforts.

Qualifications

You must meet the Specialized Experience to qualify for Veterans Employment Specialist, as described below. To qualify for GS-0301-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service, that demonstrates the knowledge, skills, and abilities to perform successfully in the duties of this position. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for the GS-13 includes performing all of the following: Reviewing, monitoring, and analyzing program and financial performance data to determine effectiveness of grant programs, the causes of identified issues, and recommend corrective actions to ensure compliance with laws, regulations, and policies. Utilize processes, and methods to gather, analyze, and evaluate information or data and draw conclusions towards determination of compliance with laws and regulations.

Education

There is no education in lieu of specialized experience at the GS-13 grade level.
