This is a developmental position leading to the full performance level of GS-12. Closer supervision and technical guidance and/or on-the-job training are provided. Duties are gradually broadened so the incumbent is eventually performing all of the duties of the full performance level, position description number 386960.
At the full performance level, the incumbent performs analytical, developmental, and evaluative work and coordination of major operating RSI programs. Serves as the technical expert on the major programs/systems in assigned areas of responsibility. Provides staff assistance to operations officials and technical personnel to accomplish the goals and objectives of the Retirement and Survivors Insurance (RSI) programs.

Qualifications
GS-11: Applicants must have 52 weeks of specialized experience at least equivalent to the GS-9 level. Examples of specialized experience include researching and analyzing technical issues to improve support to operations and management; conducting short-term studies or projects (individually or as a team member) to enhance operating methods or administrative functions (e.g. workload and productivity tracking, automating processes, etc.); writing standard operating procedures and guidance for the unit's/office's management and/or administrative support functions.
GS-12: Applicants must have 52 weeks of specialized experience at least equivalent to the GS-11 level. Examples of specialized experience include conducting studies or projects that incorporate management practices, theories, and methodologies to develop new operating methods and resolve problems; interpreting statistical data to prepare an analysis of findings and make recommendations for areas of improvement; writing technical material, correspondence, and statements of work.

Applicants for promotion to GS-12 must have 52 weeks at the GS-11 grade level or higher.

Education

For GS-11: Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, or LL.M. in a field that is directly related to the position.
Combining Education and Experience: Experience and education as described above may be combined to meet the minimum qualification requirements. Experience and education will be computed as percentages of the overall requirements and must equal to 100 percent when combined. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
Note: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your school, we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.
