The Management & Program Analyst (Business Operations Analyst), GS-343-11/12 MP is located in National Science Foundation. The primary purpose of the position is to apply various qualitative and quantitative analytical techniques and information management skills in order to collect, assemble, and disseminate information about assigned programs, projects, and processes; the incumbent conducts analyses, prepares evaluations, coordinates activities, and provides advice to management.
Duties
As a Management & Program Analyst (Business Operations Analyst), GS-343-11/12 MP, you will perform the following duties:
Provide oversight and review of various documents to ensure compliance with organizational policy and procedures; communicate across NSF organizations regarding the handling of proposals and panels; and evaluate the organization's missions, goals, and objectives to develop and disseminate relevant communications to external stakeholders.
Collect data to evaluate and determine how programs, projects, initiatives, and legislation impact the organization; evaluate how well business processes support human capital, administrative, and operational functions, and determine how consistently they help achieve organizational goals; and analyze/interpret administrative policies, directives, and regulations to achieve program management objectives.
Establish and maintain productive working relationships with NSF management and staff internal and external to their assigned organization; plan workshops, conferences, and seminars for program-related topics; participate in management meetings to offer options and make decisions with regard to modifying or initiating programs or projects.
Identify and resolve significant and complex problems, proposing new or enhanced policies, procedures, and guidelines for program efficiency and effectiveness; recommend ways to develop new work processes, update or restructure existing ones, standardize procedures, and manage changes across assigned organizations; and provide recommendations regarding contractors.
Assist in conducting management studies using qualitative and quantitative analysis methods to evaluate program and project success, determine patterns and trends, identify issues, and improve organizational effectiveness and efficiency; design strategies for planning, implementing, and monitoring business activities to ensure efficiency and effectiveness.
Qualifications
To qualify at the GS-11 grade level, you must have one year of specialized experience equivalent to the GS-9 grade level in the federal government performing a variety of complex analyses of programs, projects, resources, and/or operations. Examples include: performing complex qualitative and quantitative analyses including some combination of programs, projects, business operations, financial resources, acquisitions, human capital activities, and/or communication and outreach.
OR possess a Ph.D. or equivalent doctoral degree;
OR possess 3 full years of progressively higher-level graduate education leading to such a degree;
OR possess a combination of post-high school education and experience that together meet the qualification requirements for this position.
To qualify at the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 grade level in the federal service performing, leading, and overseeing complex analyses of programs, projects, resources, and operations. Examples include: performing, leading, and overseeing qualitative and quantitative analysis activities including some combination of programs, projects, business operations, financial resources, acquisitions, human capital activities, and/or communication and outreach.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may be substituted for experience as described in "Qualifications" for the GS-11 grade level. If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 grade level.
