About the Position: Serves as senior Procurement Analyst for a major combat vehicle or technology development program under Program, Project or Product Management. #ACC-DTA

Duties

Responsible for all procurement matters for major vehicle systems, category of combat vehicle technology, or components/collateral services acquisitions. Represent PM (Procurement Manager) in supporting procurement personnel in solicitation, business and contract review award boards. Evaluate the effectiveness of overall efforts against established objectives and schedules. Identifies existing or potential problems and provides advice for a course of action to resolve procurement problems. Analyzes alternatives for program procurement requirements and develops procurement strategy to provide the most effective support needs and anticipated program requirements. Maintain a continuous up-to-date awareness of all aspects of PM procurement programs. Prepare and present periodic briefings to the PM and higher headquarters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Report OGE-450 upon entry and annually thereafter.
  • This is a Temporary appointment position intended not to exceed 2 years. Temporary appointments may be extended up to a maximum of three (3) years.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for the GS-13 Level: One year of specialized experience which includes: 1) Disseminating acquisition guidance based on regulatory changes; AND 2) Interpreting acquisition laws, policies, and procedural requirements relating to contracting; AND 3) Analyzing data and identifying trends to implement efficient contract solutions and recommend improvements to acquisition processes for effective outcomes; AND 4) Prepare and present briefings on acquisition processes to senior leadership. This definition of specialized experience is typical of work performed at the next lower grade level of GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12 grade level or above. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementOral CommunicationProblem SolvingSelf-ManagementWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
