About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA

Duties

Serves as a Contracting Director for the US Army Contracting Command–Detroit Arsenal (ACC-DTA). Responsible for planning, directing, reviewing, and coordinating assigned functions of the organization through subordinate supervisors. Oversees the overall planning, direction, and coordination of the acquisition planning, solicitation, pricing, negotiation, contract award and execution, post-award monitoring and administration, and contracting related management functions. Serves as a primary advisor to the Executive Director for Contracting (PARC)/Senior Contracting Official, Deputy Executive Director, and senior customer officials for acquisition planning, solicitation, pricing, negotiation, and contracting. Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Acquisitions Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This is a Key Leadership Position (KLP). Unless specifically waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must meet Acquisition KLP requirements for this position.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement Key Leadership Position) and execute, as a condition of employment, a written tenure agreement.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization. The must be exempted from recall to active duty.
  • This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
  • This is a Temporary position intended not to exceed 2 years, may be extended up to a maximum of five years and may be made permanent without further competition. This position may be terminated at any time during the duration of the appointment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below: Specialized Experience: Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal Service which includes: 1). Managing branch or higher-level entity to ensure agency programs are supported; 2). Providing advice to senior leaders for acquisition planning, solicitation, pricing, negotiation, contract award and execution, post-award monitoring and administration, and contracting related management functions; 3). Performing administrative and supervisory duties for assigned branch of subordinates of non-supervisory and supervisory staff, to include mentoring; 4). Developing acquisition plans/strategies to assure timeframes, goals and work requirements are met; 5). Managing and motivating contracting/procurement personnel towards organizational goal accomplishment and career growth; 6). Overseeing operations necessary to provide advice to senior leaders during negotiations, costs and price analysis, and administration; 7). Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 8). Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level). Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities. Acquisition Back To Basics Certification: This is an Army Acquisition, Logistics and Technology Workforce position.
