This position is in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Collection Management Division (CMD), Collection Assessments Branch (CAB). An Operating Directive (OD) Program Manager develops, publishes, and assesses the effectiveness of I&A's Human Intelligence (HUMINT) and Open Source (OSINT) collection against the I&A's prioritized intelligence information needs.
Duties
The OD Program Manager ensures I&A's OD (to include the Requirements Crosswalk, Collection Posture Statement (CPS), Priority Change Order (PCO), Collection Operations Guidance (COG) and Effectiveness Assessment) are coordinated, staffed, and published on an annual basis and adhere to all applicable policies and guidelines. The incumbent represents the Office of Collection's equities on behalf of the Deputy Under Secretary for Collection and the Collection Management Division to which they are assigned. This position performs a range of substantive intelligence operations duties applying an expert knowledge of advanced intelligence gathering and dissemination methods and processes to analyze and address complex projects and issues. Exposure to or experience in collecting, analyzing and interpreting data to help drive decision-making is desired but not required.

- Must be able to hold a TS/SCI Security Clearance.
- Must be a U.S. Citizen.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Overtime may be required in response to a significant event.
Qualifications
Specialized Experience: To qualify for a GS-13 position, the candidate must possess at least one year of specialized experience, equivalent at the GS-13 level in the Federal service, or comparable experience not gained through federal service; Candidates must possess certain knowledge, skills, abilities, or other characteristics to successfully perform the functions of this position.
The competencies or knowledge, skills, and abilities needed to perform this job are:
Knowledge of DHS I&A Homeland Security intelligence mission and the role intelligence plays in the relationship between I&A, the DHS Components, and the IC.
Demonstrated understanding of collection management related HUMINT and OSINT processes,
Demonstrated experience interacting with senior officials on collection management matters pertaining to HUMINT and OSINT operations.
Demonstrated understanding of maintaining and developing HUMINT, OSINT, and collection related databases and systems to identify collection requirements, review associated reporting and evaluations.
Experience in planning, managing, and directing engagements with a wide range of customers and stakeholders to build relationships that will enable the accomplishment of branch, division, and departmental-level objectives.
Preparing and reviewing substantive correspondence and executive-level documents; editing for accuracy, responsiveness, acceptable tone, grammar, style, procedural requirements, and compliance with policies.
Identifying and properly addressing issues or areas of concern that could impede timely and quality responses to tasks.
Completion of a formal Collection Management Course, preferably fulfilled or pursuing the Defense Collection Management Professional Certificate (Certified Collection Management Professional - Fundamental (CCMP-F)).

To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as:
Experience and demonstrated knowledge in collection management capabilities and/or processes.
Demonstrated ability to work in fast-paced environment.
Providing leadership advice on handling complex taskings to meet quick-turn deadlines.
Advising decision-makers on methods and procedures for improving the effectiveness of programs or administrative operations.

To qualify for the GS-11 level, you must possess at least one year of the following: specialized experience equivalent to the GS-09 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as:
Experience and demonstrated knowledge in collection management capabilities and/or processes.
Assisted with communicating/briefing moderately complex intelligence collection updates or problem sets to mid-level and senior leaders.
OR
You qualify at the GS-11 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to accomplish the performance requirements above; OR A Ph.D. or equivalent doctoral degree; Three full years of progressively higher-level graduate education leading to such a degree;
OR
A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
To qualify for the GS-09 level, you must possess at least one year of the following: specialized experience equivalent to the GS-07 grade level in the Federal service, or comparable experience gained in the Private Sector and/or SLTT government organizations such as:
Knowledge of established intelligence gathering and dissemination principles, pertinent administrative regulations, and other guidelines plus skill in applying well-established information gathering, fact-finding and dissemination techniques.
Skill in organizing and presenting collection and/or reporting data and trends in a variety of formats for presentation to superiors using spreadsheets, tables, charts and other tools.
Ability to communicate both orally and in writing in order to formulate and present collection management findings or programs.
OR you qualify at the GS-09 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to accomplish the performance requirements above;
Three full years of progressively higher-level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt. positions only);
