Duties
-Assist in development, documentation, and justification of annual and multi-year reimbursable, non-routine and capital budget estimates using multiple funding streams.
-Takes part in the preparation and compiling of area office's program and budget requirements into a comprehensive budget for the Budget Officer.
-Review and interpret instructions in the preparation of budget and program documents and apply to specific programs and projects.
-Coordinate the processing and review of budget documents and revise documents, when necessary.
-Analyze programs and insure detailed work schedules are submitted.
-Analyze, advise on, and recommend solutions to budgetary problems in the planning, formulation, justification, and execution of assigned programs.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in federal service having demonstrated experience reviewing documents to resolve routine or recurring accounting and budgetary discrepancies; entering data into accounting systems and correcting invalid/incorrect entries; monitoring accounts and sub-accounts balances to ensure accuracy and recommending appropriate action; examining invoices or other payment /funding documents for proper documentation, authorization, accounting codes and other justifications; determining proper coding and accounting to update automated systems; providing information about budget procedures to program managers and staff and submitting recurring reports on account balances and status of funds; conducting audits of various transactions used in disbursing funds to determine the appropriateness of the disbursement; and sorting and filing budget documents.. You could otherwise qualify on the basis of Education having a OR Master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related. You may combine specialized experience and education to meet the minimum qualifications.
To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience in budget formulation and budget execution, analyzing financial and budgetary relationships to develop recommendations and evaluate continual changes in program plans and funding; obtaining, compiling, and summarizing information and quantitative data for use by others; analyzing conflicting information; developing budget estimates and justifications; identifying, analyzing and resolving budgetary problems or preparing or editing narrative justifications and projected funding needs. You could otherwise qualify on the basis of Education having a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M., if related. You may combine specialized experience and education to meet the minimum qualifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/26/2025.
Education
This vacancy announcement allows substituting education for experience at the GS-9/11 grade levels. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
