This Health System Specialist position is located within a Veterans Health Administration (VHA), Huntington VA Medical Center (VAMC) at the Department of Veterans Affairs (VA). This position is the Executive Assistant to the Chief of Staff (COS) at the Hershel "Woody" Williams VA Medical Center, a complexity level 1b facility. Performs duties directly contributing to the administrative management of the Huntington facility.

Duties

Major Duties include but are not limited to: Staff Support Responsibilities Evaluates the current clinical services model within their VAMC, VISN and throughout VHA in order to propose national access changes that will result in extensive changes in agency policy. Is the liaison between the Office of the Director, Chief of Staff, the Associate Director, and the Associate Director for Patient Care Services providing advice and guidance for a wide spectrum of managerial areas regarding administration at the Medical Center Translates the executive office objectives in a manner conducive to the successful implementation of the Medical Center goals. Assigned to COS and provides administrative coverage for the supervisor. Responsible for cross coverage within the Executive Leadership team at the facility when assigned. Performs various levels of administrative tasks to fill varying roles including chairman, participant, and/or representative of the COS. Receives and coordinates requests for special informational studies, surveys, questionnaires, etc. from Network 5, Central Office, or from other external health care related organizations Responsible for coordination for collection of data from all appropriate sources, review and validation of the data collected and preparation of a formal response to the requesting agency Is the principle resource person to the COS and coordinates internal and external stakeholder meetings. Reviews and provides input on nationally issued regulations and policies for VA-wide implementation, utilizing appropriate communication strategies. Works as part of a national group to ensure a wide range of local factors are considered in the development of national policies and procedures. Will be called upon to collaborate with staff from other facilities and to work on national project groups to review and develop national and VISN level policies, procedures, systems, requirements documents, and business or access analysis initiatives. Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts. Administrative Management Provides for the overall administrative management for the organization, including interpreting administrative policies, developing and implementing policies for use by the local medical center, defining administrative requirements, and/or providing advice to top management on related issues. Actively participates in developing and implementing administrative management policies and measurement criteria based upon analysis of program and operations. Responsible for establishing effective interpersonal relationships with all levels of the Health Care Facility personnel. Due Process/Public Relations Represents management at labor management meetings as directed. Resolves conflicts or problems that may arise with employees, and assure management officials are familiar with the negotiated agreement between parties Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC. Promote effective vertical and horizontal communication and optimal information flow. Budget/Financial Management Work & Office Program Planning Work Develops resource projections and prepares budget submissions. Works closely with medical leadership and personnel at the VAMC, CBOCs, and other facilities to formulate budget recommendations. Performs cost analyses and cost effectiveness studies. Identify the most resource-effective procedures and product lines, determining which are provided internally or externally. Analyzes the financial impact of proposed policies and recommend options. Provides administrative management, including interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Education (Undergraduate and Graduate Education): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. *Transcripts must be uploaded for appropriate consideration. Or, Specialized Experience: Applicants must have 52 weeks of specialized experience at the next lower level GS-11 in a progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience include: Initiates and prepares written materials (e.g. reports, memos, letters, resolutions, PowerPoint, etc.) for the purpose of documenting activities, providing written reports. Formulates policies and operating procedures, ensuring compliance with VA regulations, statutes, and the standards and requirements that impact clinical ops. Assists with short and long range planning by obtaining and consolidating information and providing recommendations regarding how to best meet Veterans' health care delivery needs. Represents Chief of Staff and other members of leadership team at meetings with internal and external stakeholders such as Veterans, family members, vendors, contractors and Congressional representatives. Coordinates various medical center programs and functions, such as fiscal management, work assignments, delegations of authority, management controls, documentation systems, and work methods. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work Environment: Work is typically performed in an adequately lighted and climate controlled office.
