About the Position: Coordinate, control and monitor work for a wide variety of repair, maintenance, renovation and minor construction projects varying considerably in size and complexity for contracts.
Duties
Plan and coordinate the preparation of layouts, designs, plans cost estimates, and specifications for maintenance, repair, construction, or modification projects involving various aspects of installed facilities.
Determine and apply guidelines, engineering principles/practices, accepted trade practices, materials availability, national design and construction codes/standards, and manufacturer's catalogs/technical manuals in the development of projects.
Maintain continuous contact with the contractor to coordinate work efforts, project objectives and schedules.
Keep close contact with user personnel on operating facilities being renovated, improved or repaired to minimize interference with operations and to preclude contractor or user down time.
Requirements
- This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-09 and GS-10 grade level. At the full performance, GS-11, the incumbent will:
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- Must successfully complete Contracting Officer Representative (COR) training within 6 months and maintain COR certification.
- Incumbent must be able to obtain and maintain a valid State of Alaska driver's license.
- Temporary Duty travel (TDY) may be required up to 5% of the time.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

GS-09:
Specialized Experience: One year of specialized experience which includes experience using computer aided drafting programs to review drawings, models or tables for construction projects; interpreting engineering plans and specifications; and keeping records and preparing reports on engineering work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Engineering, Architecture (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-10:
Specialized Experience: One year of specialized experience which includes experience using AutoCAD drafting techniques to draw and draft work showing various layers, blocks, and drawings; reviewing plans and specifications for engineering and/or construction projects; conducting site surveys to determine the condition of structures; and providing solutions to problems related to drafting and drawing of engineering projects (GS-09).
GS-11:
Specialized Experience: One year of specialized experience which includes experience developing engineering technical data and measurements using Computer Aided Design (CAD) including AutoCAD; developing technical designs, construction plans, and specifications for engineering products; applying design criteria and standard specifications to perform calculations and estimating quantities of various materials; and providing advice to architects and/or engineers concerning functionalities of specific software programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, at the GS-09 grade level, you may qualify if your education meets the definitions as described above.
There is no education substitution for experience at the GS-10 or GS-11 grade levels.
