This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain positions of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Walla Walla District provides the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
Duties
This position has the technical responsibility for monitoring and for studies to evaluate, preserve, and enhance water quality associated with existing and proposed Walla Walla District projects.
This position also has technical responsibility in assignments pertaining to fisheries research, investigations, management, and problem-solving in regard to water quality and properties.
Work with District staff on limnological aspects of all Corps projects and on river basin and reservoir pre- and post-impoundment water quality studies, advising them on physical, chemical, and biological conditions to be considered.
Maintain knowledge of Federal and state laws and regulations regarding water quality standards and advises other sections in the establishment of monitoring and control techniques to comply with applicable water quality requirements.
Develops and maintains current knowledge of water quality instrumentation, including: flow meters, temperature sensors, water level sensors, total dissolved gas sensors, turbidity meters, telemetry systems, multi-parameter probes, etc.
Provide water quality expertise for General Investigation studies, including potential effects on fisheries.
Review water quality data and advises as to the suitability of specific waters for potential hatchery supply.
Coordinate water quality data collection programs within the District, advising interested Branches in the collection and analysis of water quality data.
Serves as the Contracting Officer's Representative in water quality determination contracts performed by consulting agencies or universities.
Prepare annual reservoir water quality data reports of water quality data collected on District reservoirs; covers objectives and methods of data collection, data collected, and analysis of the adequacy of the collection program.
Plan for and execute field work to include water quality monitoring; data collection; and installation, maintenance, or repair of instrumentation.
Prepare water quality standards information for publication and disseminates to interested Federal, state, and local government agencies and private organizations.

Basic Requirement for Limnologist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience in applying limnological principles in evaluating physical, chemical, and biological parameters of water bodies and their relationship to the natural and built environment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
