The Supervisory Supply Management Specialist Supervisory Supply Management Specialist (Chief Supply Chain Officer) is the senior supply chain management officer for a Veteran Health Indiana and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple campuses and supported catchment area are met. Relocation incentive maybe available for highly qualified Candidates.

Duties

This position serves as the Supervisory Logistics Management Specialist (Chief Supply Chain Officer) responsible for the development and integration of a supply chain that ensures the logistical requirement of the Veteran Health Indiana and supported catchment areas are met. Major duties and responsibilities include: Oversees, guides, manages and integrates supply chain operations across the organization; Plans and coordinates fiscal, acquisition, clinical and administrative operations; Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain; Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews; Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution; Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met; serves a critical member of the VA HCS leadership team and reports directly to the Deputy Medical Center Director (MCD) or equivalent responsible for providing expert technical and analytical advice to the MCD Work Schedule: 7:30am-4:00pm, Monday to Friday Compressed/Flexible:Not Available Telework: Not Authorized Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides supervision, guidance, advice, coordination and integration. Serves as the senior advisor to the Chief Logistics Officer. Develops strategies for implementing new programs, supply technologies and/or business practices. Performs analytical work to manage, regulate, and coordinate or otherwise exercise control over supplies and equipment. You will be rated on the following Competencies for this position: ADMINISTRATION AND MANAGEMENT ANALYTICAL THINKING FINANCIAL MANAGEMENT LEADERSHIP PROBLEM SOLVING SELF-DIRECTION Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some slight physical effort may be required.
