Duties
The Chief, IRD is the senior official responsible for Sustainment, Restoration, Modernization (SRM), Base Operations support and public works engineering technical expertise and guidance throughout USACE. The incumbent works in close collaboration with the HQDA ASA(IE&E) and DA-G9; Army land holding commands, providing USACE expertise, and advice in the development and issuance of Army installation management policy and doctrine. The incumbent also works with DoD and other federal agency leaders to influence and educate the broader installations/facility engineer community policies and practices. The incumbent works across the whole of USACE, HQ, ERDC, Districts and Centers to provide DoD with holistic engineering solutions to installation modernization. The incumbent participates in tri-service and Government wide meetings, boards, and other activities to resolve issues and develop overarching guidance on installation support and management policies and procedures.
The incumbent manages and oversees the integration of all USACE activities in support of Army Energy Security and Sustainability and is responsible for coordinating and developing policy and guidance on all energy-related issues to support the Army and DoD, including energy sustainability practices, alternative energy sources, renewable energy sources, technology evaluation, commercial utilities, and support the Commander, USACE, in his role as the Army Power Procurement Officer. The incumbent is the technical proponent for real property master planning, including master planning services, training, and other support to the Army, Navy, Air Force, and DoD. The incumbent partners with multiple agencies as the Public Works Sector Lead Agent in support of DoD Mission Assurance including DoD, Department of Homeland Security, other federal agencies, and USACE principal offices with critical infrastructure responsibilities. The incumbent serves as the lead integrator within USACE, and within the Army for Facility Control-Systems and associated Cyber Security. Oversees the execution of an Office of the Secretary of Defense (OSD) proponent program to improve and assure mission reliability of power, utilities and infrastructure that supports the National Military Command System (NMCS) and Command, Control, Communication, Computers, Intelligence, Surveillance & Reconnaissance (C4ISR) sites.
The incumbent serves as the technical proponent for installation support, SRM execution, and Public Works focused training courses developed and offered through the USACE Learning Center or other educational entities. With 5 GS-15 direct reports, a staff of 20 subordinates, and over 3,500 USACE government personnel executing the program, the incumbent enables USACE Districts/Centers execution of over $6 billion annually in support of Department of Defense Public Works Professionals. Receives very broad policy direction from the Director of Military Programs, who provides guidance on major program objectives and goals. The incumbent independently defines missions, makes decisions, develops initiatives, and directs action on matters affecting planning, policies, procedures, technical standards, and organization management. Performance is evaluated relative to anticipating, resolving, and accomplishing the mission.
Qualifications

(1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ)
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ 1 - Ability to plan and direct strategy and policy activities with emphasis on execution of minor construction; sustainment, restoration, and modernization (SRM); maintenance and repair; master planning, base operations services (BOS), and critical infrastructure resilience in support of the broad range of installation services (including public works, energy, facility related control system cyber security, housing, environmental actions, public-private partnerships and Soldier and Family Readiness) in a large multi-level organization.
