The incumbent serves as the Deputy Assistant Deputy Administrator of the Office of Experimental Sciences (General Engineer/Physical Scientist) responsible for applying a high level of technical expertise to assist with identifying, overseeing, and resolving complex engineering, scientific and technological issues associated with the NNSA's science-based Stockpile Stewardship Programs.

Duties

As a General Engineer/Physical Scientist (Deputy Assistant Deputy Administrator of the Office of Experimental Sciences) you will: Assist in directing NA-113 staff, providing both technical and administrative direction. Assist with the planning and management of office activities and provides overall direction to the selection, utilization, and development of assigned personnel and the resolution of work-related issues. Serve as the Deputy Assistant Deputy Administrator responsible for applying a high level of technical expertise to assist with identifying, overseeing, and resolving complex engineering, scientific and technological issues associated with the NNSA's science-based Stockpile Stewardship Programs. Guide the development, planning and execution of experiments and pioneering new concepts to provide advanced diagnostic, assessment, technology, computing, and certification capabilities that support the long-term needs of the science-based Stockpile Stewardship Program (SSP). Coordinate with Systems Engineering and Integration (SE&I) for directing strategic planning related to program capability and technology modernization initiatives. Interface with the Offices of Stockpile Management (NA-12) and Major Modernization Programs (NA-19) on legacy weapons support, planning, campaigning, and other related issues that ensure the success of NA-10's overall stockpile functions. Represent NNSA's interests in collaborating and partnering with the Department of Defense on nuclear weapon-related research, development, test, and evaluation program elements. Coordinate with the NNSA M&O sites, interagency and international partners, academic institutions, and research laboratories to integrate OBS Program capabilities into broad national and international plans and priorities for experimental sciences.

Specialized Experience: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., EN-04, NN-04 or GS-15. Specialized experience for this position is defined as experience conducting at least 3 of the following activities: Applying advanced engineering or physical science principles, concepts, theories, and practices to implement and evaluate nuclear weapons activities associated with production, development of science, manufacturing capabilities and technology maturation. Experience with management procedures to provide oversight of nuclear weapons facilities & quality assurance of nuclear weapons design and production, and nuclear weapons sustainment. Experience with program management functions related to major, diverse programs involving nuclear weapon technologies, production, and monitor contractor performance. Experience coordinating complex interdisciplinary, interdepartmental and/or interagency initiatives. Experience providing leadership and direction to a team of Federal staff and contractor personnel. 801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). 1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
