This position is located in the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), State Resource Conservationist Staff in the Idaho State Office in Boise, ID. The position provides advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems.

Duties

Assists with researching and identifying program concepts and techniques. Monitors activities identified for special interest to keep leadership informed of developments through conferences and briefing papers. Participates in basic studies designed to analyze issues of effectiveness, efficiency, and productivity affecting administrative and business programs across designated program area to determine compliance with agency regulations and procedures. Uses skills to study work methods, administrative and business guidelines, procedures, work assignments, delegations of authority, management controls, information, and documentation systems. Continually communicates with management and stakeholders to coordinate programs which involve other Divisions where resources from multiple sources are required and where collaborative technical, policy, and programmatic decisions need to be made.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted. Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. GS-07 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties: Preparing regular and recurring reports; Monitoring administrative activities to track information and inform leadership; and Gathering information to assist higher level staff in analyzing information for a variety of administrative studies. (Your resume must CLEARLY demonstrate this experience) OR Education: One full year of graduate level education in a related field such as Business Administration, Public Administration, or other directly-related field. You MUST submit transcripts. OR Combination: Combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. You MUST submit transcripts, and your resume must CLEARLY demonstrate this experience. OR Superior Academic Achievement (SAA): You must have completed all requirements for a bachelor's degree in a related field such as Business Administration, Public Administration or other directly related field and you must meet ONE of the following: A GPA of "B" (a GPA of 3.0 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. or A GPA of "B+" (a GPA of 3.5 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. or Rank in the upper one-third of your class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. or Membership in a national scholastic honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. GS-09 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Preparing regular and recurring reports; Utilize computer word processing, spreadsheet and database software to accomplish tasks; Assisting with planning, coordinating, and analyzing information to accomplish administrative studies; and Conducting studies of work processes to identify and analyze current processes and problems. (Your resume must CLEARLY demonstrate this experience) OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a related field such as Business Administration, Public Administration or other directly related field. You MUST submit transcripts. OR Combination: Combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of 1 year (18 semester hours) may be used to qualify applicants for the GS-09 level. You MUST submit transcripts, and your resume must CLEARLY demonstrate this experience. GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Preparing reports that detail administrative study findings; Utilizing computer word processing, spreadsheet and database software to accomplish tasks; Developing metrics to assess program performance and evaluate the effectiveness of administrative activities; Recommending improvements to administrative or planning processes and organizational effectiveness and efficiency; and Conducting studies of work processes to identify and analyze current processes and problems. (Your resume must CLEARLY demonstrate this experience) OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field such as Business Administration, Public Administration or other directly related field. You MUST submit transcripts. OR Combination: Combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages.
