This position is located with the BLM Fire & Aviation Directorate, Joint Fire Science Program located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Duties

Design and conduct comprehensive studies. Propose solutions to management problems for which established techniques may be inadequate. Apply qualitative and quantitative methods in assessing complex management processes. Develop long-range (e.g. more than 5 years) program plans, goals, objectives, and milestones. Evaluate the effectiveness of programs. Identify and develop ways to resolve problems which directly affect the accomplishment of goals and objectives. Develop and define major changes in program activities. Make proposals and recommendations that involve substantial resources.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Knowledge of interagency business practices including procurement and records management specialists, budget analysts, budget officers, contracting officers, and grants management specialists at all levels of government and/or within academic institutions. Thorough knowledge with the Code of Federal Regulations related to the statutes and policies regarding Federal Awards, including the Financial Assistance Interior Regulation (FAIR) Act. Expertise with business management processes related to financial management, budget execution, acquisition, grants, and/or cooperative assistance agreements using systems and applications for funds management including the Financial and Business Management System (FBMS). Plan and manage awards and projects using programs such as or similar to GrantsSolutions. Experience with System and Award Management applications for unique entity identifiers. Manage funds and report activity related to the Bipartisan Infrastructure Law within the established administrative policies and guidelines. Experience with wildland fire management, land management, fuels management, and knowledge of how they interface through the Federal fire agencies, including the DOI Bureau of Land Management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
