The primary purpose of this position is to serve as Lead Procurement Analyst; distribution of team workload, managing the Unit Self Inspection program, execute data pulls, providing astute business analysis, advice, and assistance towards development and implementation of acquisition strategies through solicitation, evaluation, negotiation and contract development stages.
Duties
Serves as Team Lead in workload distribution, PK Unit Self Inspection program, and data pulls, in addition to analyzing and evaluating complex acquisition matters to resolve deficiencies and ensure compliance with applicable laws, rules, regulations and case law decisions.
Serves as Lead business advisor to the policy team and assists with support to a wide range of customers. Functions as lead policy expert
Represent the center with a variety of installation and business organizations.

- The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
- May be required to serve as a warranted contracting officer and completes required forms in accordance with the provisions of the Federal Procurement Policy Act (41 USC 423). This position may or may not require an unlimited warrant.
- This is an acquisition coded position. Selectee must complete required certification level 1 in Contracting within 24 months of assignment
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
- This is a Critical Acquisition Position (CAP).
- All federal employees are required to have direct deposit.
- The duty location for this position is Tinker AFB However, this position is eligible for maximum telework flexibilities. Telework options can be negotiated and implemented after entrance on duty.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate.
MUST SUBMIT TRANSCRIPTS WITH APPLICATION.
Note: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after 30 September 2000. A current member of the Armed Forces (not retired or separated) OR a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; 2) served in an 1102 position or as a Service member in a similar occupational specialty on or before September 30, 2000; OR, (3) is an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The baccalaureate degree exemption does not apply to current CCF members seeking new hire employment within DoD as an 1102. or (4) is described in subsection (e)(1)(B) of 10 USC 1724.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-II, equivalent to the next lower grade GS-12 or equivalent in other pay systems. Specialized experience is experience in soliciting, evaluating, negotiating, and awarding contracts; administering contracts by assuring compliance with the terms and conditions; terminating contracts by analyzing, negotiating, and settling claims and proposals; analyzing and evaluating cost/price proposals and accounting systems; planning, establishing, or reviewing contracts, programs, policies, or procedures; formulating and administering policies and procedures to insure achievement of socioeconomic goals; developing acquisition strategies and directing or managing procurements; and/or providing functional staff advisory services within the contracting occupation.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Unlimited Warrant: A Warrant may or may not be required. Candidates with existing NON-AIR FORCE Unlimited Warrants may transfer their existing Unlimited Warrants from their current organization. Such candidates will be vetted through the Air Force warranting authority for a final determination prior to final selection (see DAFFARS MP5301.603-90(p).
This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 mos; agree to remain in this position for 3 years; meet certification requirements or be able to meet them within 2 years; engage in continuous learning activities. This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
May be required to travel by military or commercial aircraft in the performance of assigned duties.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of federal contracting law, regulations, policies, practices, methods, and contract types.
Knowledge of a wide range of business practices and market conditions applicable to program and technical requirements.
Skill in fact-finding, contract analysis and pricing techniques, complex problem resolution and development of concrete action plans to solve problems.
Ability to develop concrete action plans to solve problems; to apply precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consist, justifiable and will be upheld at appellate courts or boards and to properly apply funding rules associated with the obligation of multiple types of appropriations.
Ability to establish performance goals arid assess progress toward their achievement; and to adjust work operations and program objectives to meet emergencies; changing programs, or production requirements within available resources and with minimum sacrifice of quality or quantity of work.
Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
