Duties

Serves as the Chief of the Acquisition Support Division, DLA Aviation Depot Level Reparable (DLR) Procurement Operations located in Philadelphia, PA. Supervises and provides operational oversight to the Acquisition Support Division team members including: cost pricing, contract review, and post award contract administrators. Determines compliance with Procurement policy, prescribed business practices, and appropriate acquisition strategy based on sound and effective decisions to avoid mission impairment. Designs and leads comprehensive surveys and studies involving the formulation, coordination, and implementation of long-range plans and enterprise programs. Provides expert advice for the development and implementation of policies for the Procurement functional process.

Qualifications

To qualify for a Supervisory Procurement Analyst your resume and supporting documentation must support: A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. *Applicants must provide copies of official transcripts. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Soliciting, evaluating, negotiating, and awarding sole source acquisitions. Preparing for negotiations / discussions / awards by reviewing audit and technical reports. Negotiating terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offeror to establish a fair and reasonable price. Performing cost and/or price analysis (or reviewing price analysts reports). Developing pre-negotiation position to include identifying potential trade-offs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
