This position is aligned to Facility Management Service at the VA Illiana Health Care System, Danville, IL and reports to the Chief, Facility Management Service and provides assistance to the administrative management of FMS. FMS is responsible for the provision of facilities and utility systems operations, maintenance, and repair; professional engineering design and construction services; fleet vehicle management; and biomedical engineering and equipment maintenance for VAIHCS.

Duties

Coordinates duties in the areas of clerical, administration, and personnel. Researches information, plans, advises, assigns and oversees clerical matters involving FMS. Provides day-to-day support to the FMS Chief, Deputy Chief, Section Supervisors and Shop Supervisors. Investigates, reviews, and prepares reports and replies to memoranda and correspondence. Prepares agendas and documents meetings. Functions as the primary contact with Human resources coordinating all personnel procedures concerning recruitment, employee relations, performance plans, performance appraisals, employee awards and training. Responsible for all FMS records storage, turn-ins, and dispositions. Coordinates travel and tuition activities for entire service. Responsible for certifying official duties for Invoice Payment Processing System (IPPS) for service contracts, utilities, fleet cards, and other purchases. Assists in the formulation of service goals and objectives and in the initiation of new policies and procedures as they relate to all aspects of the service. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative duties such as planning, advising, assigning and overseeing clerical matters including taking minutes, preparing agendas, gathering large amounts of information/data and organize for management review. Administrative experience in identifying analyzing and formulating solutions with regards to management problems. Knowledge of VA manuals and station policies. Skilled in the use of computers, printers, fax machines, copy machines and utilization of VISTA and CPRS. Able to use computer software including but not limited to Microsoft Word, Microsoft PowerPoint, Microsoft Excel, and Microsoft Outlook. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and the education listed above such as education and experience that demonstrates the knowledge, skills, and abilities necessary to do the work. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is usually sedentary in nature, however, it will require some walking, standing, bending, and carrying of light items such as papers, books, files, and manuals throughout the Medical Center. Work Environment: Work is normally performed within an office environment. Occasional travels to other services (Director, Fiscal, Human Resources, etc.) are necessary to obtain or transmit information.
