The Program Manager serves as Director of the Project Delivery Team in the California Division Office of the Federal Highway Administration (FHWA), under the Department of Transportation (DOT). Responsibilities include managing Federal-aid surface transportation programs, providing technical assistance to state DOTs and local agencies on project delivery, determining eligibility for Federal-aid funds, authorizing expenditures, and ensuring compliance with applicable regulations.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:• Experience administering and coordinating transportation and environmental programs and planning activities with federal, State and local planning organizations.• Experience administering stewardship and oversight of funds to provide for the effective application of a risk-based program.• Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: • Strategic Thinking - Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment.
