This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Parks, ground handles, and services aircraft. Operate and maintain assigned equipment. Perform grounds maintenance.
Duties
Guides incoming aircraft to designated parking area using standard hand and/or flashing-light signals.
Operate heavy duty tow tractor to tow and position large, fixed wing aircraft.
Operates two-way radio communications with Airfield Services to alert Control Tower concerning air traffic.
Installs wheel chocks, ground wires, and aircraft tie-downs on parked aircraft.
Positions and operates all Ground Support Equipment (GSE).
Uses forklifts and assigned equipment to load and unload Cargo on aircraft.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a requirement to lift up to 75 lbs. in the regular performance of duties.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While on probationary the incumbent can be terminated with limited appeal rights.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The duties of this position require the incumbent to obtain and maintain a flight line driver license within six months of entering into the position.
- The duties of this position require the incumbent to possess or obtain and maintain a Forklift Operator Certification within 6 months of entering into the position.

You will receive credit for all qualifying experience, including volunteer experience.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Aircraft Attendant (Motor Vehicle Operator) skilled in 1) Using proper hand and light signals to perform ground crew operations for aircraft departures and landing, 2) Developing aircraft parking plans base on flow and types of aircraft, 3) Performing protective measures to secure parked aircraft by placing wheel chocks, attach ground wires, and tie-downs. Failure to meet this Screen out Element will result in an ineligible rating.
To meet the basic eligibility, you must receive at least two points on the screen-out element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
Physical Efforts:
Works on stands and in hard-to-reach places. Incumbent is required to climb, stand, stoop, bend, stretch, and work in tiring positions. Incumbent is required to wear appropriate safety equipment and clothing in the performance of assigned tasks, and to observe applicable safety regulations. Incumbent is frequently required to lift equipment, parts, etc., that weighs up to 75 pounds.
Working Conditions:
Incumbent is required to work inside and outside. Inside work is done in drafty, noisy areas, and fumes are usually present. Outside work is done in occasional bad weather. Incumbent works in dirty, dusty, and greasy areas; in close proximity of moving propellers and danger from fumes, fire, and falling objects. There is also frequent exposure to the possibility of cuts, burns, shocks, strains, and broken bones.
