The Utility Systems Repairer-Operator Leader will perform the duties of a work leader along with those duties and responsibility of a Utility Systems Repair Operator/Boiler Plant Equipment Mechanic. Incumbent will be responsible for coordinating maintenance, inspections and repairs to the boiler and chiller systems and all auxiliary equipment associated with these systems per VA Master Specifications and all applicable rules, regulations and laws governing boiler and steam plant operations.

Duties

Duties include but not limited to: Act in the absence of the Central Energy Plant (CEP) Supervisor and primarily serves as work leader over twelve, Utility Systems Repairer-Operators, one Boiler Plant Equipment Mechanic, and one Maintenance Worker. Provides the group with the supervisor's instructions and ensures the daily work is assigned to the appropriate employees. Works with the group and ensures the duties are properly performed. Ensures that the needed plans, blueprints and all other material and tools required for the tasks are available. Orders required materials or services to ensure all stock is on hand to complete projects. Provides training, demonstrates the correct work methods and answers questions. Coordination, scheduling and completion of all work assigned to CEP personnel and ensures that all assignments are completed in a timely manner. Maintain records specifically on all CEP equipment and systems work that is performed and assists the CEP Supervisor on the evaluation of all assigned and completed work tasks. Provide aid, guidance, and counseling to improve operator performance and reports disciplinary problems to the CEP Supervisor. Physical Requirements: Employee must frequently work in hot, humid and confined spaces around power boilers/chillers and their associated equipment. They must climb ladders, bend, crouch, stoop, pushing, pulling, reaching above shoulders, and endure prolonged periods of standing, walking, crawling and kneeling. Required to lift and carry heavy parts, supplies, chemicals weighing up to 45 lbs or more with assistance. The work requires the ability for rapid mental and muscular coordination simultaneously. Ability to distinguish basic colors and depth perception. Employee is required to enter boilers (fire and water sides), condensate tanks, deaerating tanks, etc. to perform internal inspections as required by V.A. regulations. The USRO-WL must be able to work irregular rotating shifts, including weekends and holidays to cover for operators on leave or perform operation maintenance repairs. Working Conditions: Employee must work in areas of high temperatures, constant noise, chemical fumes, dirt, soot, dust, rotating equipment, oil, grease, solvents, and hot steam piping. Conditions may include excessive heat, cold, humidity, dampness or chilling. Slippery or uneven walking surfaces. Employee generally works indoors but works outside occasionally for short periods of time and is exposed to outside weather conditions. Employee is required to work on ladders and catwalks and is subject to cuts, bruises, burns may come from tools, chemicals, steam and equipment.
