You will serve as a PROGRAM MANAGER in the PEO Ships, Combatants Office, Science & Technology (S/T) Directorate of PROGRAM EXECUTIVE OFFICE SHIPS. You will assist with transitioning enabling and emerging advanced technology solutions to today's Fleet, the next Navy, and the Navy after next to satisfy operational requirements and Ship Program capability gaps.

Duties

You will plan, organize and direct work to be accomplished, setting priorities and preparing schedules for the successful completion of tasks. You will serve as PEO Small Business Innovation Research Program Manager, Operational Energy, Arctic Operational Readiness Lead, PEO Manufacturing Technology Representative, and PEO National Shipbuilding Research Program Representative. You will ensure acquisition focus for ONR Future Naval Capabilities, Innovative Naval Prototypes, Small Business Innovation Research, and Small Business Technology Transfer Research programs. You will provide input to PEO on investments in the following S/T areas: Advanced Manufacturing, Advanced Hull Forms, Propulsion, Integrated Power System, Integrated Topside, and Advanced Modeling and Simulation, and Artificial Intelligence. You will establish and maintain effective internal and external partnerships and communications necessary for effective mission execution. You will advise and counsel team members, participating in the interview process to fill positions, makes recommendations for appointments, promotions or reassignments involving such positions. You will provide definitive interpretations of policy and procedures, as required by the PEO and affected organizations. You will provide technical guidance and evaluate work products prepared by a number of contractor and field activity technical specialists consistent with the terms of approved contracts and the Federal Acquisition Regulations. You will be responsible for the assigned acquisition life cycle program by providing overall direction and guidance for the program organization, administration and civilian personnel. You will be accountable to the supervisor for assigned cost, schedule, performance reporting and contract activities, logistics, budget and personnel management for assigned activities in any and or all phases of the acquisition life cycle.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing or leading program development (e.g. programming, planning, budgeting, and execution) to streamline process and resolve complex issues for the cost-efficient enhancement or optimization of a submarine or ship program.
