The Time and Leave Clerk serves as a timekeeper for the South Central Veterans Integrated Service Network Human Resources Management Service (HRMS) and will work under the guidance of the Deputy Chief Human Resources Officer.
Duties
As a Time and Leave Clerk, you will provide timekeeping, administrative and clerical support to an assigned Time and Leave Unit. The duties include but are not limited to:
Serves as primary point of contact for timekeeping queries;
Performs leave computations/charges;
Ensures time is correctly processed, to include verifying overtime and staff differentials;
Prepares, revises and maintains appropriate T&L Unit delegations of authority;
Provides orientation/training on the Time and Leave system to all appropriate personnel;
Uses a variety of software applications to communicate Time and Leave information;
Researches and interprets regulations and policy as they relate to Time and Leave; and
Other duties as assigned.
Work Schedule: Monday-Friday, 8:00AM-4:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2025.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Creating, processing, and maintaining attendance and leave records for assigned Time and Leave (T&L) Units;
Initiating and conducting audits to track leave and holiday status for employees;
Reading, analyzing, and interpreting technical and administrative directives, policies and regulations regarding leave and attendance; and Using a variety of software applications, i.e., Microsoft Excel, Word, and Outlook, to communicate information related to time and leave. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours (beyond the second year).
Preferred Experience: 1 year of experience performing timekeeping responsibilities is preferred.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The majority of the work is sedentary. Employee must be comfortable working with employees who are in a virtual work environment.
