The Time and Leave Clerk for Veterans Health Care System of the Ozarks will provide timekeeper, administrative, and clerical support to the Office of Community Care (OCC). The position will work under the guidance of the Chief of OCC. The position supports time and leave processing for 200+ employees in OCC.
Duties
Performs timekeeper functions for Title 5, Title 38, and Hybrid employees. Categories of employees include: Administrative staff, Lead MSA's, AMSA's, and MSAs; Leadership staff, Program Analysts, Supervisory Program Specialists, Supervisory Program Management Specialist, Patient Representative, Administrative Officer, Program Support Assistant; Clinical staff, RN's, APN's, RN Educator, Nurse Navigators, Performance Improvement Coordinator, and Assistant Nurse Managers.
Maintains VATAS files/documentation/database of complete time schedules for each Time and Leave (T&L). Keeps Administrative and Clinical Leadership informed as to the leave status of employees assigned to his/her team.
The position serves as the official point of contact for timekeeping queries for the OCC service. Responsible for creating, processing, and maintaining attendance and leave records for assigned (T&L) for employees.
Performs pay entitlements: regular pay, overtime, compensatory time, scheduled and unscheduled, night differentials, Saturday and Sunday premium pay, holiday pay, on call pay, and continuation of pay.
Performs leave computations/charges: regular annual leave, sick leave, leave without pay; in addition to leave charges requiring special notations such as military leave,
Tracks all LWOP, sick leave/FFLA, and FMLA hours for the area of responsibility.
Prepares Time and Attendance Reports for OCC Service. The position will generate reports for the activities and submit reports to the Administrative and Clinical Leadership.
Develops and maintains daily records, worksheets, spreadsheets, and procedures necessary to carry out timekeeping functions.
Takes initiative by consulting with the Administrative and Clinical Leadership in OCC regarding appropriateness of scheduling, when applicable. Ensures that schedules follow applicable regulations regarding holidays, days off, leave, etc.
All other duties as assigned by Supervisor(s) and as listed on the Position Description.
Work Schedule: Monday-Friday, 7:00am - 3:30pm (subject to change based on the needs of the agency)
Telework: Available on Ad-hoc basis. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in maintaining electronic records, working knowledge of FMLA and standards and possess ability to communicate effectively orally and in writing. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school level of education in any field. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of transcripts. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of transcripts.

Physical Requirements: Majority of work is conducted in a sedentary setting with long periods of sitting and operating personal computing technology.
