About the Position: Provides leadership, planning and direction to personnel on command-wide plans and programs relating to the Emergency Operations Center (EOC) operations in response to mishaps and incidents involving toxic chemical agents and munitions.
Reduction in Force: This is a Temporary Appointment not to exceed 18-OCT-2025 The Blue Grass Chemical Activity will be undergoing a reduction-in-force (RIF) effective 22 January 2026.
Duties
Provide management and supervisory oversight for all daily activities of the Operations Center (OC).
Develop and manage the technical contracts relating to the Operations Center/hazard prediction/meteorological system, alert warning systems, and technology upgrades.
Coordinate Operations Center activities with Blue Grass Chemical Activity (BGCA), Blue Grass Army Depot (BGAD) and Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP).
Assign and review work daily, weekly, or monthly; ensures that production and accuracy requirements are met; and approves leave.
Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Develop and articulate the Command’s operational requirements, prioritizes those requirements, and orchestrates support for those requirements. Coordinates daily work plan with all internal and external agencies.
Provide management and supervisory oversight to the Chemical Stockpile Emergency Preparedness Program (CSEPP).
Provide management, oversight and oversees contracts and contractors’ performance in operation of the Meteorological Hazard Analysis Complex and maintenance of all related hi-tech equipment within the EOC.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a Temporary position intended not to exceed one year.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes: 1) Serving as a subject matter expert and central point of contact for all on-going operations in a Chemical Limited Area (CLA)/chemical environment; 2) Planning, directing, coordinating, and reviewing activities of an Emergency Operations Center (EOC) to provide supervisory oversight for emergency response and notification alert during duty and non-duty hours; AND 3) Providing leadership, planning and direction to personnel on command-wide plans and programs relating to the Emergency Operations Center (EOC) operations in response to incidents and mishaps involving toxic chemical agents and munitions which operates 24-hours/7 days a week. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
