Duty Location: Lakewood, Colorado
THIS IS NOT A REMOTE POSITION. Applicants must reside within the local commuting area of the Lakewood, Colorado duty location.
Duties
Responsible for the administration of policies and procedures governing the Denver Office Information Management, i.e., office automation, records management, electronic recordkeeping, forms management, micrographics, and optical disk technology.
Employs the knowledge of management principles and practices developed by previous experience.
Provides technical advice and guidance to customers in Records and Information Management.
Maintains up-to-date knowledge on information management technology.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
Applicants must have one year of specialized experience or education as defined below.
To Qualify at the GS-09 Level:
GS-09, outside candidates (Outside of the Bureau of Reclamation): One year of specialized experience equivalent in difficulty and complexity to at least the GS-08 level in the Federal service or equivalent OR 2 years of progressively higher-level graduate education or a master's degree in a field related to the work of the position.
GS-09, in-service candidates (Current Bureau of Reclamation candidates): One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service or equivalent OR 2 years of progressively higher-level graduate education or a master's degree in a field related to the work of the position. Note: There are no positions in the normal line of progression that are one grade lower than the position being filled. Therefore, second lower grade experience may be credited for in-service candidates only.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
Specialized Experience at the GS-09 level is defined as:
Performing office automation, records management, electronic recordkeeping, forms management, micrographics, or optical disk technology.
Accessing and developing management records processes.
Participating in studies or analysis in support of a information management program.
Identifying, classifying, storing, securing, retrieving, tracking, and destroying or permanently preserving records.
Providing technical advice and guidance related to assigned program areas.

To qualify at the GS-10 Level:
GS-10, outside candidates (Outside of the Bureau of Reclamation): One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service or equivalent.
GS-10, in-service candidates (Current Bureau of Reclamation candidates): One year of specialized experience equivalent in difficulty and complexity to at least the GS-08 level in the Federal service or equivalent. Note: There are no positions in the normal line of progression that are one grade lower than the position being filled. Therefore, second lower grade experience may be credited for in-service candidates only.
This position does not allow substituting education for experience at the GS-10 level.
Specialized Experience at the GS-10 level is defined as:
Conducting program evaluation policy formulation, and conducting studies related to records management.
Developing processes for capturing and maintaining records evidence related to business activities and transaction.
Independently planning work and developing findings and recommendations which result in approved procedures and guidelines.
Providing technical advice and guidance to management and in assigned program areas.
Conducting audits of databases that manage records.
Performing quality control of records management documentation.
Leading, collaborating, partnering, training, and mentoring employees.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/21/2025.
Education
This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
