Duties

Performs a range of supervisory functions: Plans the work, sets priorities and schedules for completion of work. Prepares performance standards and evaluates performance of subordinates. Identifies development and training needs of employees, providing or arranging for needed development and training; and Finds ways to improve or increase the quality of the work supervised. Coordinates with the DOI, Bureaus, Denver and Regional Offices to promote and support implementation of business process improvements for the Records Information Management (RIM) Programs. Consults and collaborates with the Reclamation Records Officer (RRO) and Reclamation's associate Chief Information Officer (ACIO) to ensure objectives are developed in alignment with direction on electronic recordkeeping requirements. Responsible for developing and maintaining records processes and content management framework that supports the entire life cycle of Government records through an integrated, open, and accountable information environment. Provides RIM advisory services, guidance, recommendations, direction, and active support concerning RIM program services, systems, National Archives and Records Administration (NARA), litigation support, related Federal laws, regulations, directives, procedures, policy interpretation, implementation, compliance, and other analogous requirements, information, and activity within the RIM Group as well as throughout Reclamation. Leads Reclamation staff in the evaluation, planning, and implementation of records, management projects, official file station development and reviews, records and records accessioning. Works with the Records and Information Management Officers team to develop and share records, management programs procedures across the Reclamation. Assists the Bureau FOIA/Privacy Officer on record releases. Coordinates with NARA to ensure timely transfers of historic material.

Qualifications

In order to be rated as qualified for this position, the Subject Matter Experts must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess 1 year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience includes team lead or supervisory experience working with a diverse team focused on records management, engineering drawings, Controlled Unclassified Information (CUI), library, and other types of agency records. Experience working with various levels of the organization including the Department of Interior Records Staff, Regional Records Officers, and Management at all levels of Reclamation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/04/2024.
