The employee serves as a Program Specialist in the Executive Secretariat, Office of the Secretary. The position requires an in-depth knowledge of VA's mission, structure, and responsibilities. In this capacity, the individual in this role, reviews and analyzes correspondence addressed to the Secretary, the Deputy Secretary, and the Chief of Staff to assign for action and later for distribution.
Duties
Conducts reviews of all correspondence, including high-visibility, sensitive, and controversial issues, for assignment on behalf of the Executive Secretary.
Presents information in the most appropriate format and communicates with the Executive Secretary, Deputy Executive Secretary, correspondence analysts, and others across the VA to assign correspondence, reports, testimony, and other materials to the appropriate officials and offices for response, concurrence, and other actions or information.
Recommends courses of action that recognize the sensitive issues and opinions of key contacts.
Prepares materials and other data for the supervisor or members of his/her top staff.
Provides recommendations on process improvements for correspondence management.
Coordinates projects for the office as assigned by the Executive Secretary. For each project, the incumbent plans the approach, collects the data, analyzes the information, and develops recommendations.
Makes recommendations for implementing the stated objectives of top management in the tracking and locating of correspondence and following up on overdue correspondence.
Reads, analyzes, and classifies a wide variety and high volume of executive correspondence for the purpose of categorizing and organizing office documents and correspondence within one business day of receipt.
Dispatches signed or approved correspondence.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-09 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Reviewing incoming correspondence on behalf of leadership to verify the nature, accuracy, and completeness of the information; 2) Analyzing correspondence, reports, and testimonies to ensure they are in appropriate formatting and ready for leadership review and approval, 3) Providing recommendations on process improvements for correspondence management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years (equivalent to 36 credits hours) of progressively higher- level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
You may qualify for the GS-11 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Reviewing incoming correspondence on behalf of leadership to verify the nature, accuracy, and completeness of the information; 2) Analyzing correspondence, reports, and testimonies to ensure they are in appropriate formatting and ready for leadership review and approval, 3) Providing recommendations on process improvements for correspondence management; 4) Reviewing and disseminating correspondence and other office documents in a timely manner; 5) Communicates clearly with stakeholders on behalf of leadership if correspondence is incomplete or requires additional information. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
