Duties

Serves as the Lead Accounting Technician in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as a Lead Accounting Technician, in the Accounting Division, Financial Policy Systems & Services Branch, Financial Services Section. Position responsibilities include: Reviews documents to ensure accuracy of accounting reports. Liaises between the Defense Finance and Accounting Service (DF AS), US Treasury and all commissaries within DeCA, and provides customer service to store employees, contactors, return checks and commissary credit card and debit card patrons. Distribute and balance the workload among team members in accordance with reestablished work flow and assure both the timely accomplishment of the assigned workload and that each employee has enough work to keep busy. Keep in touch with the status of work, and make day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise.

To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-07 grade level or equivalent to at least GS-07 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Maintaining a current knowledge of Accounting Technician work and answering questions from other team members on procedures, policies, directives, etc. Reporting to the supervisor on performance, progress, and training needs of employees. Checking on work in progress and review completed work to assure that supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. Providing customer service to retail store employees, contractors, return checks and credit card /debit card patrons and DFAS personnel. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for this position is GS-07. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
