The Supervisory Human Resources Specialist (HR Advisor) position is in the Office of the Deputy Director, Office of the AO Human Resources (AOHR). AOHR provides human resources services to AO management and staff, manages AO's human resources, and develops and administers the AO's pay system.

Duties

The Administrative Office of the U.S. Courts (AO) is seeking a self-motivated, experienced Supervisory Human Resources Specialist (HR Advisor) to join its team. The incumbent will be responsible for providing comprehensive HR, staffing and recruitment, classification, and position management advice and assistance to management and employees. The incumbent will establish and maintain professional relationships with managers and serve as a subject matter expert on various HR functional areas. The ideal candidate must possess strong human resources, communication, negotiation, management, and writing skills. Additionally, the candidate must have the ability to present persuasive ideas to executives and other key decision makers to resolve complex and controversial human resources issues. The candidate should be team oriented with strong interpersonal skills. The duties of this position include, but are not limited to: Supervising HR professionals who perform the full range of HR services. Serving as the technical advisor in the areas of staffing and recruitment, classification, compensation, and placement. Developing and implementing recruitment and hiring strategies. Providing position management advice and guidance, including conducting comprehensive organizational and functional reviews and assessing and classifying positions. Developing, implementing, and advising management on staffing and recruitment strategies. Overseeing and reviewing the work of AOHR's staffing and recruitment team. Preparing well-researched and comprehensive written materials on human resources issues to improve effectiveness of day-to-day operations. Analyzing job requirements to determine the qualifications required for the success in the position. Applying pay setting rules, regulations, and procedures.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Serving as a technical advisor in staffing and recruitment, classification, compensation, and placement. Providing expert guidance and support to managers on workforce management, including policy, compliance, talent acquisition, and overall HR strategy. Performing staffing, recruitment, and placement in accordance with policies, procedures, and best practices.
