This position is located in the Controlled Access Management Program Office (CAPMO), which is housed within the Executive Support Operations Branch within the Analytic Advancement Division.
Duties
The incumbent is responsible for supervising a team of Intelligence Officers administering controlled access programs (CAPs) within the Department. These are complex and sensitive intelligence compartments for which the Office is responsible, in accordance with both Departmental and Intelligence Community directives and policies, to support all Headquarters and Component leadership and subordinate elements. In addition to day-to-day supervisory responsibilities, the incumbent engages leadership as well as counterparts within the Community and the Department, to ensure both timely and adequate threat awareness and warning, as well as compliance with all relevant security policies and procedures.

Requirements
- Must be able to obtain/maintain a TS/SCI Security Clearance.
- This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
- Must be a U.S. Citizen.
- Overtime may be required in response to a significant event.
- Overnight travel of 1-5 nights per month may be required
Qualifications
The candidate must possess at least one year of specialized experience equivalent to the GS-13 level that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of this position.
These are defined as:
Knowledge of, and implementation experience with, Intelligence Community Directive 906 and associated policies and procedures governing controlled access programs.
Expert knowledge of the operations of the IC and associated functions, processes, principles, methods and procedures.
High degree of skill in the application of judgment and tact to personally deal with both colleagues and senior-level personnel in connection with a variety of complex programs.
Knowledge of intelligence operations and analytical principles as well as threats to Homeland Security in order to gather, analyze and evaluate intelligence information.
Knowledge or experience in developing policy and procedures to design and implement data management initiatives.
Experience working on complex projects and assignments, including at the Departmental or other equivalent level, with favorable results.
Experience serving as an action officer and interfacing with senior leadership.
Experience working in an intelligence operations center or similar fast paced environment.
Education
Substitution of education in lieu of specialized experience may not be used for this grade level.
