The Management and Program Assistant position is within the Chaplain Service at the Orlando VAMC. The position works with the Chaplain Service to collect, evaluate and analyze Chaplain workload, financials, placement, consult management, spiritual assessment completion, performance improvement data and all data needed to support their business planning process.
Duties
Servicing the Chaplain Service leadership for the analytical evaluative and developmental work.
Implementing or revising policies, improving efficiency, practices, methods, procedures and organizational structures.
Appling standard analytical and developmental techniques in preparing reports for the Services, Facility, VISN, and VHA Central Office.
Support the Chaplain Service CPE Center standup, application for and maintenance of accreditation through the VA Office of Academic Affiliation (OAA).
Provide recruiting support, without compensation (WOC) student processing, stipend tracking, statistical data reporting, student assignment tracking.
Provide workload data analysis, proctor hours accounting, financials costs analysis and tracking fund from OAA and local VA.
Determining pertinent issues relative to personnel support, scheduling, workload, patient population and Veteran eligibility criteria.
Developing data collection methodologies, designs data collection tools for compilation and display.
Representing the Chaplain Service in various meetings at the local and VISN level for Chaplain Service Performance Improvement Analyst activities.
Developing narrative and graphical reports to present current trends, potential or real issues, and providing conclusions and solutions to improve program efficiency.
Gathering workload, financial, access and other data to support Business Planning activities and budget execution activities in the 4Cast system.
Analyzing needs, trends, resources, and challenges to Business Plan execution success and advises the Service on tactical and strategic goals and plans.
Obtain, organize files, interpret, analyze, and trend data for use in preparing weekly, monthly or as needed reports for the facility Revenue and Resource Management Committees.
Responsible for tasks involved in invoice management including activities related to entering and maintaining vendors, vendor inquiries, and resolving interfaced invoice.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting studies concerning the efficiency and effectiveness of program operations; Knowledge of laws regulations policies and precedents which affect the use of program and related support resources in the areas studied within the Chaplain Service; Search and analyze information tracing sequences of budget management transactions to resolve questions; Make entries in fund control point systems, provide budget information, reports and services; recommend actions to eliminate problems encountered in delivering services to customers or in implementing policies; Qualitative and quantitative analytic techniques via charting, staffing/workload ratios, space evaluation, development of questionnaires, charting work processes, calculation of means and other statistical and analytical methods.

Physical Requirements: The work is primarily sedentary, although some slight physical effort of walking and minimal lifting of supplies and office materials may be.
