About the Position: Serves as a Procurement Analyst and advisor to procurement officials and subordinate activities throughout the organization, performing a variety of duties required to interpret, evaluate, develop, and implement organization-wide policies and procedures relative to Government Purchase Card (GPC) program acquisition of supplies, services, information technology and enterprise systems.

Duties

Develops and monitors the implementation of GPC policies and procedures to promote and sustain efficient and effective program execution. In coordination with the Primary AOPC, makes sound recommendations for consideration and/or challenges GPC acquisition strategies and plans to ensure all GPC program execution issues are addressed and that the overall GPC acquisition execution conforms to applicable directives. Reviews and analyzes the full spectrum of purchase card accounts and report program activity, as well as, GPC documents to determine if actions comply with applicable regulations, procedures and business practices and provides necessary input, as appropriate, to personnel within contracting organizations prior to staffing for higher authority approval. As the Alternate Level 4 AOPC, typical tasks include: coordinate with and/or respond to all inquiries from interested parties (e.g. Account holders, RMO, US Bank etc.), implementing effective rollout of automated tools to manage day-to-day GPC business processes, providing business advice to cardholders and billing officials, serving as focal point of contact for resolving customer inquiries, processing purchase card applications, ensuring delegation of purchase authority are issued, generating and reviewing monthly purchase card reports, ensuring cardholder and billing official accounts are closed/maintained upon departure of individual from responsible position

Requirements

  • This position requires a Secret security clearance.
  • This position may require a one-year probationary period.
  • This position requires temporary duty (TDY) travel up to 20% of time.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for CONTRACTING Certification within 36 months of entrance on duty.

Basic Requirement for 1102 Series Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify for the GS12 grade level your resume must display at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service that includes performing the following duties; 1. Analyzing data from a variety of automated systems to evaluate effectiveness in program goals/ policies for achievement of key GPC program metrics; 2. Reviewing Federal, departmental, and command acquisition laws, regulations, and procedures applicable to contracts/procurements; AND 3. Managing procurement objectives and contractual strategies for supply and service requirements. You will be evaluated on the basis of your level of competency in the following areas: Contract Management/SupportContracting/ProcurementProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
