About the Position: This position is subject to a salary control point as identified in the organization's Acq-Demo business rules. ACC delivers contracting solutions in order to support the Army and unified land operations- anytime and anywhere. ACC enables Army readiness through global, expeditionary contracting support to warfighters.

Duties

Leads the Financial Systems, Accounting, and Audit Compliance Branch for the Army Contracting Command (ACC) responsible for the execution of administrative and personnel management function. Works with management proponents at higher levels to coordinate policy issues and to provide guidance, interpretation, and issuance of accounting, evaluation, management control, and risk management policy for resource management within the Command. Reviews and provides input to proponents on draft regulations and proposed changes to current regulations. Ensures compliance with accounting and operational policies and recommends changes as required. Responsible for the formulation and execution of the Commander’s Financial Improvement and Audit Readiness Strategy. Develops and implements corrective action plans for internal control weaknesses related to the Statement of Budgetary Resources. Works closely with high-level program officials to develop overall goals and objectives for assigned functions and programs. Responsible for the evaluation and/or recommended revision of financial management systems supporting the missions of the Command. Performs systems administration functions for the General Fund Enterprise Business System, Global Command Combat System, Operational Data Store (ODS), Automated Time and Attendance Processing System (ATAAPS), and Defense travel System (DTS). Oversees the management of the travel card program through reviews of delinquency reports to ensure performance is within thresholds set by the Office of the Under Secretary of Defense (Comptroller). Develops and monitors management reports related to purchase card and travel card programs to satisfy both internal and external reporting requirements. Plans work to be accomplished by subordinates, sets and adjust priorities and prepare schedules for completion of work. Evaluates work performance of subordinates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel up to 10% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires FINANCIAL MANAGEMENT CERTIFICATION LEVEL 3 (FMC03). Selectees must obtain Level 3 certification in the Department of Defense Financial Management program within 24 months of entrance on duty.

OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law- (Transcripts must be submitted); A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination- (Certificate must be uploaded with application package); or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
