About the Position: Finance and Accounting Officer for Army Materiel Command (AMC), serves as the Principal Assistant to the AMC Deputy Chief of Staff for Resource Management, G-8 (DCSRM, G-8) and Chief, Financial Operation Division.

Duties

Responsible for the maintenance and continuing development, deployment, and implementation of enhancements to the AMC financial management systems, including revisions/changes to and maintenance of existing systems. Serves as the Principal Assistant to the AMC Deputy Chief of Staff for Resource Management, G-8 (DCSRM, G-8) and Chief, Financial Operation Division in providing the guidance, direction, and policy decisions Provide finance, accounting, and systems services world-wide for funding in excess of $20B. Responsible for directing the establishment of controls to monitor status of canceled accounts and maintaining a tracking system for contingent liabilities' reserves to assure funds are available for contingencies and to preclude a violation. Develop policies and procedures pertaining to AMC programs and activities having command wide implications and disseminates to all subordinate organizations. Analyze funding policies and procedures to disseminate changes to policy guidance act as the mediator for DA and AMC disputes on proper appropriation funding sources and established reimbursement and procedures between appropriations. Receive and prepare reports for obligations expenses and disbursements including trend analysis and variance analysis for problem areas. Manage the preparation of various management reports relative to program execution for AMC managers, command, staff, and HQDA.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has an occasional Temporary Duty (TDY) or occasional travel requirement.
  • This is a Financial Management Level 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.

Degree: Bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.) OR B. Combination of Education and Experience: Must include 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Developing financial information management systems and overseeing Financial Operations processes by coordination/publishing policies for accounting practices such as Army Working Capital Fund (AWCF) and General Fund (GF)for resource management offices throughout the organization; 2) Monitoring accounting and financial metrics for the command and evaluating progress; 3) Providing guidance on implementing accounting procedures to authorize and approve central system design development efforts validating that all accounting requirements are included in automatic data processing system designs in addition to their interface with other automation applications; and 4) Managing internal and external financial operations audit activities and developed corrective action plans to remediate deficient conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above). You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisDecision SupportFinancial Concepts, Policies, and PrinciplesFinancial Management SystemsFinancial Reporting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
