The primary purpose of the position is to ensure that non-expandable (NX) supplies and material are distributed to areas serviced by Supply Chain Management (SCM). Provides service lines and other hospital functional areas with equipment and material. Assignments include but are not limited to: scanning, barcoding, receiving, storing, and the distribution of non-expandable equipment and materials.

Duties

The work requires knowledge of applicable policies and procedures as well as inventory systems to include but not limited to AEMS/MERS, SOARD/Maximo or similar NX inventory management procedures and SCM processes. Supported units may be offsite requiring roundtrip travel time in excess of 90 minutes. Tours of duty may require afternoon, evening, and/or overnight shifts. Reviews existing stock and manufacturers' catalogs, manuals and listings to obtain substitute or interchangeable items to supply in lieu of items requisitioned. Works with customers and SCM staff on the proper identification of items to be substituted. Communicates with customers and vendors to obtain information regarding availability and functionality of non-expandable equipment and supplies. Through periodic inventory assessments and discussions with service line staff and clinical personnel, identifies gaps and/or discrepancies and provides information on new or changed items and equipment. Position provides guidance to customers on identification of material through research of original equipment manufacturers part catalog for part numbers, descriptions, and size of parts needed. Performs research of old manufacturers code and part numbers, covering requisitioned material in support of jobs which have not occurred, or which did not utilize all the stock on hand to identify valid identification number. As required and based on response to Requests for National Stock Number, processes applicable catalog update transactions in accordance with current published procedures. Periodically, reviews assigned manufacturers code and part numbers for continued validity and takes necessary action to update, delete, or dispose of in accordance with published guidelines. Position coordinates drop off of new or transferred equipment and pick up of turn in equipment; scanner pick up and drop off for annual EIL inventory; and delivery times and area with contractors and vendors with other VA activities, contractors or manufacturers through personal transactions. Reviews numerous computer output listings in the performance of research and identification of supplies as well as prepares system inquires and interpret the responses. Receives non-expandable equipment and material into the VA Health Care System and supported catchment area. Unpacks/uncrates supplies from shipping cartons and properly scans, bar codes, and stores supplies and material. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: providing equipment and material to clinical and administrative areas of a health care facility; scanning bar-coding, receiving, storing and distributing equipment and related material; utilizing an automated system to maintain equipment records; and answering customer questions regarding non-expandable equipment and materials. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: Transcript is required to determine eligibility. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 60 semester hours (2 years). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). With proper assistance, moves heavier items weighing over 40 pounds. This level of physical demands occurs, for example, when employees are reqularly assigned to activities such as tracing misplaced items or conducting physical inventories in warehouses, and other storage areas, or when they are regularly involved in stocking and retrieving items from shelves and cabinets.
