About the Position: The Airfield Manager exercises initiative and judgment in daily direction and oversight of the entire airfield organization including airfield management, flight operations branch, airfield division safety branch, air traffic control and facilities branch, etc.
Duties
The Airfield Manager is responsible for the safe, effective, and efficient management of the airfield and all associated services.
Develops, implements, manages, and annually reviews airfield-related plans and programs including the Airfield Safety Program, Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, etc.
Conducts daily and annual inspections of runways, taxiways, parking ramps, lighting, and clearance areas.
Coordinates with external agencies to ensure airfield requirements are included in installation-level plans such as Snow and Ice Removal Plan, Physical Security/Anti-Hijacking Plan, Aircraft Pre-Accident Plan, etc.
Develops inter and intra agency letters and memorandums of agreement (LOA/MOA) and operating instructions in support of airfield, air traffic, and airspace requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Experience managing an airfield in accordance with written regulations; AND 2) Experience managing airfield related plans and programs, such as Safety or Foreign object Damage; AND 3) Experience conducting inspections of runways, taxiways or other airfield areas for compliance with safety programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
