This position is located in the Facilities Services Directorate (FSD) Washington Headquarters Services (WHS) under the Assistant Director of Engineering and Construction Management (ECM), Engineering /Architecture Division (EAD). The FSD Directorate is responsible for the management (including establishing policies, standards and procedures), administration and operation of facilities and services used by the Department of Defense in the National Capital Region (NCR).

The incumbent provides engineering expertise and technical support in reviewing various, repair, maintenance and renovation projects involving general, architectural, civil, mechanical, plumbing and electrical engineering systems.
The incumbent is responsible for numerous project management functions, to include the development of statements of work and cost estimates for architectural/engineering (A/E) studies and designs; contracting officer representative oversight of these designs for sustainment, repair and modernization projects; and life cycle cost analysis for various engineering projects and EAD/FSD initiatives.
The incumbent is expected to keep abreast of new developments and innovations regarding multidisciplinary engineering design and construction codes, standards and guidelines to assess the application of various technologies on building systems.
Further, the incumbent participates in or leads appropriate Integrated Project Teams (IPTs), and coordinates IPT initiatives as required.

- DAU Contracting Officer Representative (COR) certification will be required.

BASIC REQUIREMENT:
The Engineer occupation has specific educational requirements which apply to all positions. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.
A. Professional engineering degree. The curriculum was (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of college level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1) Current Professional Engineering registration by an State, the District of Columbia, Guam, or Puerto Rico; or 2) Written Test with evidence of successfully passing the Engineer-in-Training (EIT) examination, or the written test for professional registration, which is administered by the Boards of Engineering Examiners within the States, the District of Columbia, Guam, and Puerto Rico; or 3) Specified academic courses -- successful completion of 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under item A above; or 4) Related curriculum -- successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability/experience to: 1) Providing engineering expertise to coordinate, plan, and oversee agency design and construction projects to include maintenance and renovation projects involving general, architectural, civil, mechanical, plumbing and electrical engineering systems; and 2) Demonstrated expertise and experience in at least one of the following four engineering branches: Civil, Mechanical, Electrical, or Building (Architectural) Engineering.
* The Civil Engineering (CE) expertise may be in (1) Structural Engineering, (2) Geotechnical Engineering, or (3) Water Resources.
* Architectural (Building) Engineering (AE) expertise to be in bridging the technical gap between architects and engineers (civil, electrical, and mechanical) in building design and construction.
* The Mechanical Engineering (ME) expertise must be in (1) Power Plant Engineering (energy efficiency, energy services, facility management, plant engineering, environmental compliance and alternative energy technologies), and (2) Thermal (HVAC Systems).
* The Electrical Engineering (EE) expertise must be in (1) Power Engineering (generation, transmission, and distribution of electricity and design of devises such as transformers, electric motors and generator, and power electronics and, (2) Building and facility electrical systems and subsystems serving a variety of building systems, such as heating and cooling, lighting, vertical transport, automation, security, emergency power, and communications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
