The Director, Space and Missile Defense is responsible to the Deputy Assistant Secretary of Defense for Strategic, Space & Intelligence Portfolio Management (DASD)(SSIPM)) for managing and analyzing assigned information and integration in both the space and missile defense portfolios across the Department.
Duties
For assigned programs for which the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) is the Milestone Decision Authority, or assigned programs requiring portfolio management, the Director, Space and Missile Defense provides first level executive acquisition management, oversight, and technical programmatic advice as well as milestone support documentation and coordination. Major duties and responsibilities include, but are not limited to:
Directing the professional staff and overseeing the management of the activities of the Office of Director, Space and Missile Defense, including ensuring staff is trained and experienced such that they are recognized as the Department's primary Acquisition Corps authorities on the planning, management, system engineering, acquisition strategies, and technical content of major acquisition program portfolios.
Working closely with relevant Program Executive Officers, Service Acquisition Executives, and/or Component Acquisition Executives to promote sound planning and management of assigned programs.
Collaborating with key executive staff members in the Office of the USD(A&S), other Office of the Secretary of Defense (OSD) offices and agencies, the Joint Staff (JS) and the Services, and the Intelligence Community on matters involving assigned SSIPM portfolios, including technical, cost, and schedule issues that might affect the availability of capabilities.
Leading the conduct of mission-based portfolio analyses within and across assigned portfolios. Developing quantitative and qualitative measures of performance or effectiveness, tied to factors impacting operational mission success.
Providing guidance and feedback on the results of independent analysis and assessments to OSD, JS and military departments.
Serving as DASD(SSIPM)'s space and missile defense capabilities portfolio manager. Overseeing and analyzing assigned capability portfolios across the Department to assess cost, schedule, and performance risks. Leveraging Department-wide data to identify capability gaps across Services and working with the Services, the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), and other organizations to address these gaps.
Supporting USD(A&S) as co-chair for both the Precision, Timing and Navigation Oversight Committee and the Missile Defense Executive Board to integrate multiple disciplines into a cohesive whole across science and technology, requirements, acquisition, development, test and evaluation, and sustainment to equip the applicable Department organizations
Providing acquisition management direction and integration efforts across DoD components, and synchronizing critical information associated with a variety of different Adaptive Acquisition Pathway program types and efforts (e.g., Major Defense Acquisition Programs (MDAPs), MDAP-level Middle Tier Acquisitions, major software intensive systems, related non-program specific capabilities, and tailored highly classified program management activities).
Qualifications
To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.

When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria.
Challenge - Describe a specific problem or goal.
Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
Action - Discuss the specific actions you took to address a challenge.
Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.
MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statements to no more than two pages per technical qualification.
Demonstrated ability to analyze detailed, complex space and/or missile defense enterprise-related issues in the context of portfolio management, resources, and acquisition programs and projects across a myriad of technical and managerial disciplines.
Demonstrated knowledge of major systems acquisition processes, ability to integrate acquisition policy and operations, and experience with the budget and execution processes for strategic planning, program development, and resource allocation (e.g. the Department of Defense (DoD) planning, programming, budgeting and execution process or equivalent large scale budgeting systems).
Demonstrated managerial competence and broad background in space and/or missile defense enterprise-related research & development and acquisition matters.
Demonstrated ability to translate broad national security objectives/policies into specific programmatic guidance for the space and/or missile defense portfolio.
DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume.
Education
THIS POSITION HAS AN EDUCATION REQUIREMENT (TRANSCRIPTS MUST BE PROVIDED):
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1.
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2.
Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
